Tom Bickers - Mayor

Tom Bickers is the Mayor of Louisville, Tennessee. He was first elected in 2010. Tom graduated with honors in 1984 from Middle Tennessee State University and with high honors from The University of Tennessee College Of Law in 1987. Following law school, he served two years as law clerk to the Honorable H. Ted Milburn of the United States Court of Appeals for the Sixth Circuit. In addition to serving as Mayor, Tom still maintains a law practice with the Knoxville firm Paine, Bickers, where he has practiced law since 1989. He has had an extensive litigation practice, having tried cases in more than 25 states. He has served his community and the legal profession in numerous capacities and has, for several years, been selected by his peers for listing in Best Lawyers in America, a publication partnering with U.S. News and World Report to identify the best lawyers and law firms in the United States. He has also been listed as one of the Super Lawyers located in the Southeastern United States in a survey of attorneys.

Tom and his wife Gloria have been married 31 years and have two children. His son Will is a resident in anesthesiology at the University of Louisville Medical Center, Louisville, Kentucky, while his daughter Grace is a pursing a master’s degree at the University of Chicago.

Angie Holley - Vice Mayor

Angie was born in Knoxville. Her family made their home in Louisville in 1966 when she was eleven years old. After ten years working in the retail field she returned to the Louisville community in 1983 to work for Holley Electric Construction Co., Inc., an electrical construction business founded by her father and brother. Angie has one daughter, Franklin, living in Washington, D.C. and one grandson. She was first elected to the Board of Mayor and Aldermen in November of 2010 and re-elected November of 2014. Angie very much enjoys her sweet life here and representing the good people of the great Town of Louisville.

Bob Gormley - Alderman

Bob and Tracy have been residents of Louisville since 1995 and are active members of St. Mark’s UMC. Bob has been a Louisville Alderman since 1998. For twelve of those years he also served on the Louisville Planning Commission. Recently, Bob retired from Hewlett-Packard after 42 years as a computer engineer/manager. He also recently retired from the Blount Count Fire Department after serving as a volunteer firefighter for 17 years. Bob is proud to have served in the U.S. Navy’s Submarine Service in earlier years.

Jill Pugh - Alderman

A native of Louisville, Jill Robinson Pugh was elected to the office of Alderman in 2012. A graduate of William Blount High School, Pugh continued her education at Lee University with a major in history and minors in government, education and religion. Later, she received a Master of Science in education from the University of Tennessee.

Pugh started her teaching career at Christian Academy of Knoxville. Then after four years, she transferred to the social studies department at Heritage High School where she taught for nine years. Currently, she is a special education teacher at Union Grove Middle School.

Pugh and her husband, Greg, are Sunday school leaders and children's volunteers for their church. They are the parents of William and Anna, both of Louisville.

Robert Smith - Alderman

A lifelong resident of Louisville, Robert Smith is a 1966 graduate of Friendsville High School. He served 4 years in the United States Navy and 17 ½ years in the Air National Guard. He retired after 35 years from AT&T in 2008. Robert has served as an alderman for the Town of Louisville since November 2012. He has been married to his wife Debbie for 43 years. In his spare time, Robert enjoys fishing and metal detecting.

Linda Webb - Town Manager

Hired in 2010 as an administrative assistant, Linda Webb is the town manager for the Town of Louisville. A graduate of Friendsville High School and Knoxville Business College, Linda began her business career with First Tennessee Bank where she gained more than 25 years of experience in banking. Starting as a teller, Linda worked her way to CSR, Cash Management, Assistant Manager and finally Vice President Branch Manager.

Linda resides in Louisville with her husband, Gordon, and has two daughters, Kelsey and Alex. She is an active member of Saint Mark’s UMC of Louisville. Linda and her family enjoy being active supporters of the Louisville community through volunteering of their time and talents. Debbie Walsh - Administrative Assistant

Born and raised in Blount County, Debbie Walsh is the administrative assistant for the Town of Louisville. She resides in Louisville with her husband, Patrick, and three sons, Ramsey, Redmond and Robinson. She has been active in her community, church and local schools for many years. If you come looking for Debbie, she is often found at the baseball field, soccer field or in the basketball gym watching her boys.

A graduate of William Blount High School, she obtained a degree from the University of Tennessee, Knoxville in statistics with an emphasis in business and manufacturing. She also obtained a MBA from Lincoln Memorial University in Harrogate, Tennessee. Her work experience comes from three years with Delta Airlines as a reservations agent and 12 years with DeRoyal Industries as product development assistant, inventory manager, quality control team representative and territorial sales manager, hospital division.

Dick McGill - Building Offical Codes Inspector

Dick McGill is a native of Blount County, and he and his wife Shirley have lived in Louisville for the past 35 years. Dick graduated from Friendsville High School and has received a Bachelor of Science in Transportation and Civil Engineering from the University of Tennessee.

His work experience includes eight and a half years at the Tennessee Department of Transportation and 32 years in general building construction having recently retired from Joseph Construction after 27 years. Dick joined the Town of Louisville staff in January 2015.

Phillip Marshall - Building Inspector

A longtime resident of the Louisville community, Phillip has been the building inspector and a member of the Planning Commission for more than 17 years. He has been an asset to the town, with 40 years of building experience with Marshall & Robinson Builders. Over his career, Marshall & Robinson Builders were responsible for more than 500 homes being built in the Blount County area. In addition, he proudly served our country in the United States Army’s 101st Airborne Division. Phillip has also been active in the ministry, serving as a licensed minister for 50 years. He is a man of many talents and always has a story to share! If you are in need of a birdhouse, he’s the man to see!

Phillip lives in Blount County and has two daughters, Becky and Lisa. He is the proud grandfather to Megan, Jonathan, Collin, Joseph and great-grandson, Weston. He was married to his late wife, Bobbie, for almost 50 years.

Tom Swicegood - Town Engineer

Tom is a Blount County native and has lived in Louisville since 1971. He and his wife Kay raised their four children at their lakeside home on Rankin Ferry Loop. They now have seven grandchildren. Tom is a 1968 graduate of the University of Tennessee with a degree in Aerospace Engineering. He retired in 2009 after a 42 year career as a Mechanical Engineer with Alcoa, Inc. Tom participated in several major international projects with Alcoa, including projects in Germany, Wales and China. Tom serves the Town of Louisville as the assistant recorder, being responsible for official Town records and documentation. He also serves as a volunteer for the Town in his role as Town Engineer and BZA Chairman.
